In the only SP thingy I participated in, I was regifted a couple of things. No, it didn't really bother me even though one of the things was something I had given the gifter!! She forgot ;-)

I think I would regift if it was something I knew was on the giftees' wish list.

i would re-gift if the following circumstances apply:
1-- it is an item you admire but truly will not use because youre allergic, the color isnt good on you (or anyone you know) or its just not something you know that you will use.
2-- it is an item you know is in demand by other people.
3-- you wouldnt include it in the swap in place of another item, but in addition to, a bonus basically.
4-- you remove ALL signs of it having been given to you by someone else.
5-- you never say that you re-gifted. if a photo of it shows up on somebody else's blog, the original giver doesn't want to know that you passed it along to someone else. (unless you had the ballz to tell the original giver that youre passing it along).
